Tags for blog posts

Now you can see blog post's tags in blog post page and in CsWiki/Blogs (if any).

CsWiki/Blogs accept additional parameter tag=<some tag> and shows only tagged posts.

Naturally, I add aggregative page for blog tags: CsWiki/Blogs/All Tags.

This page also support accepts additional parameter owner=<person username> and shows only person tags.

Also added [[blog:user]] [[blog:user|some text]][[blog:user|some text|tag=zopa]] meta wiki link to blog posts.

UPD: all tags presentation added to CsWiki/Blogs itself.
