About the conversions..
Can we assume that since we're talking about money-conversions
unless the exchange ratio is equal ( tij=tji=1), then one ratio will be larger than 1 and the other one smaller than 1?
or is it possible that for some crazy currency both rates will be larger/smaller than 1?

No, there are two numbers for each ratio from c1 to c2 it is t12 and from c2 to c1 it is t21. From here it can be as crazy as it wants both can be larger than one or smaller or whatever as long as both of them positive.
